世界中で注目を浴びたアメリカ合衆国第44代大統領バラク・オバマの就任演説。ロンドンでも朝から「今日見る？」といった会話が街の至る所で聞かれる程高い関心を集めていました。演説はロンドン時間では17時から始まったのですが、いつもは17時定時ぴったりに帰る現地人たちも、大半が残り、デスクのPCで中継動画を見ていたので驚きです。あるPUBでは、いつもはサッカーしか映さないスクリーンで就任式を上映し、かつ、先着50名にはシャンパンを振舞うというサービスまで行われていました。
イギリスでは常にこのようにアメリカに対する関心が高いのか、大不況の最中世界最大のGDPを有する国のリーダーの意志を聞きたかったのか、継続するテロとの戦争に対する決意を量りたかったのか、もしくは、大統領の個人資質に興味を持ったのか。個人によってその思いは様々なのでしょうが、ブッシュ大統領就任時にはどうであったのかと考えさせられます。
今回は大統領選勝利演説と比較して国民にも義務としての変化をより強く求める内容になりました。その分美辞麗句が減り若干耳障りは悪くなったのかもしれませんが、これこそが指導者のあるべき姿だと思います。政局最優先の政治家がたちが跋扈する日本に目を遣るに、心底羨ましく映ったのでした。

For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies. This is the price and the promise of citizenship.
This is the source of our confidence - the knowledge that God calls on us to shape an uncertain destiny.
This is the meaning of our liberty and our creed - why men and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.
政府ができること、やらなければならないことはあるが、この国が頼りとするのは米国民の信念と決意だ。堤防が崩れた時に見知らぬ人を受け入れる優しさ、友人が職を失うくらいなら自分の労働時間を短縮する無私の心、煙に満ちた階段を駆け上る消防士の勇気。子どもを育てる親たちの意欲。これらが最終的に我々の運命を決める。
我々が立ち向かう挑戦は新しい。それに立ち向かう手段も新しい。しかし、我々の成功のカギを握る価値観は古い。それは労働、勇気、公正さ、寛容、好奇心、忠誠心、愛国心などだ。これらは我々の歴史を通じて前進の静かな原動力となってきた。
いま求められているのはこうした真実に立ち戻ることだ。求められているのは新しい責任の時代だ。米国民の1人ひとりが個人、国家、世界に対して義務を負うという認識だ。嫌々請け負う義務ではなく、喜んでつかむ義務だ。難しい課題に全力で向かうことほど、精神を満たし、我々らしさを示すことはないからだ。
これが米市民権の代価であり、約束である。それは我々の自信の源泉でもある。
これが我々の自由と心情の意味なのだ。これがあるからこそ、きょうこの偉大なモール（並木道）にあらゆる人種とあらゆる宗教の男性、女性、子供が集まり祝うことができるのだ。これがあるから60年前ならレストランで食事をすることもできなかったかもしれない男の息子が、いまあなた方の前で最も神聖な宣誓をできるのだ。
